The Bulgarian National Audit Office (BNAO) has conducted key measures in order to implement the anti-corruption recommendations of the Council of Europe's Group of States against Corruption (GRECO) related to the prevention of corruption among senior officials in the executive branch. This is an official information sent by the BNAO to the Ministry of Justice.

As part of the implementation of the recommendations, the BNAO has undertaken a number of specific actions to increase transparency, control and prevention of corruption.

The institution has developed an anti-corruption measure - Methodology for analyzing specific risks to the integrity of persons holding public positions in the central executive branch, which provides for a periodic risk analysis and the introduction of an integrity plan with specific measures.

Following legislative changes in 2026, the Register of Persons Holding Public Positions is now maintained and published by the BNAO. Lists of persons who have not submitted declarations within the statutory deadline have also been published.

The BNAO carries out full checks of property declarations, comparing the data with official State registers – the Property Register, the Commercial Register, the Motor Vehicle Register, the Central Credit Register and the NRA registers. If discrepancies are found, notifications are sent for their removal.

As part of the efforts to facilitate the obliged entities and increase transparency, the BNAO conducted an information campaign on the new declaration templates and organized a series of online trainings under the motto “Clear rules, accurate declarations”, which were attended by nearly 3,000 representatives of state and local authorities. The institution published detailed instructions for completing the declarations, and as a next step, it developed a chatbot with artificial intelligence to assist obliged entities in submitting declarations and working with the public register.
