Chinese officials visit BNAO
The Vice-President of the Bulgarian National Audit Office, Ms. Goritsa Grancharova, welcomed a delegation of the Budget Affairs Commission of the Standing Committee of the National People’s Congress of the People’s Republic of China, led by the Commission Chairman Mr. Shi Yaobin.
The delegation was on a visit in Bulgaria on 5 – 8 May 2018 at the invitation of Ms. Menda Stoyanova – Chairperson of the Budget and Finance Committee of the 44th National Assembly.
Ms. Grancharova presented the activities of BNAO and the working relations with the National Assembly. She pointed out that 86% of the performance audits are submitted to the relevant permanent parliamentary committee for consideration. BNAO is the only institution vested with the power to exercise control on the efficiency and effectiveness of the execution of EU funds. These audits are reported twice a year to the Committee on European Affairs and Oversight of the European Funds. Ms. Grancharova underlined the importance of the collaboration between BNAO and the National Assembly, which has resulted in a number of amendments to the existing legislative framework, such as the amendment of the Public Procurement Act of February 2018.
Mr. Yaobin highlighted the very important role of the National Audit Office of the People’s Republic of China, including in formulating the State budget. Bulgaria and China have differing control systems, but share common objectives – the better management of public funds, underlined Mr. Yaobin.
The participants in the meeting also discussed the control on the implementation of audit recommendations, as well as the forthcoming visit of BNAO officials to China.
BNAO has established excellent working relations with the National Audit Office of the People’s Republic of China, both in the framework of INTOSAI, as well as on a bilateral basis.
In February this year BNAO accepted and supported the candidacy of Ms. Hu Zejun, Auditor General of the National Audit Office of the People’s Republic of China, for membership at the United Nations Board of Auditors. The application will be considered at the UN General Assembly in November this year.
