Margarita Nikolova
Margarita Nikolova has more than 40 years of professional experience in finance, accounting and public control, and her work is closely linked to building effective mechanisms for accountability, transparency and good governance in the public sector.
She holds two Master's degrees - in Computer Systems and Management from the Technical University and in Accounting and Control from the University of National and World Economy.
From 2001 to 2010 she successively held the position of Financial Director in various state institutions: in the State Agency for Youth and Sports and the Ministry of Youth and Sports, in the Executive Agency for Fisheries and Aquaculture, in the Ministry of Labour and Social Policy, in the Ministry of Regional Development and Public Works.
From 2010 until her election as Vice-President of the Bulgarian National Audit Office, she was Economic Director of the Bulgarian National Television.
From 2011 to 2013 she was a municipal councillor in Sofia Municipality, participating in the meetings of the standing and temporary committees of the Municipal Council for defining policies for the development of the municipality in different directions.
From May 2013 to August 2014 and from March 2017 to March 2021 she was a member of the 42nd and 44th National Assemblies. She was Deputy Chairperson of the Committee on Budget and Finance and the Committee on Labour and Social Policy in the 42nd National Assembly and Deputy Chairperson of the Committee on Economic Policy and Tourism in the 44th National Assembly.
Between 2011 and 2014, she was a member of the Bulgarian National Audit Office Advisory Board, where she was actively involved in drafting opinions on key audit reports and budgetary issues.
On 16 May 2025, she was elected by the 51st National Assembly as Vice-President of the Bulgarian National Audit Office.
Silvia Kadreva
Silvia Kadreva has many years of professional experience in the Bulgarian National Audit Office and the Commission for Anti-Corruption and Illegal Assets Forfeiture (CACIAF) in the field of prevention and combating corruption, auditing/verification of property declarations of persons holding high state and other positions as an effective tool for transparency and accountability.
She holds a Master's degree in Bibliography from Sofia University, Faculty of Philosophy.
She joined the Bulgarian National Audit Office in 1999 and during this period, as its employee, she supported the audit activity by preparing thematic reports and analyses related to audited entities. She was actively involved in laying the groundwork for the first audit reports and audit opinions, the implementation of auditing standards, and the development of the Auditor's Handbook. During the process of Bulgaria's accession to the EU, she has also performed activities as liaison officer between the Bulgarian National Audit Office and the European Commission under Chapter 28 “Financial Control”.
Since 2006, after the adoption of the amendments and additions to the Public Disclosure of Financial Interests of Officials Holding High State and Other Positions Act, she has been involved as an expert in the established Public Register for declaring assets and income of persons holding high state positions, under the President of the Bulgarian National Audit Office.
Since 2014 she has been the Director of the Public Registry, and after the adoption of the Counter-Corruption and Unlawfully Acquired Assets Forfeiture Act, the Registry was transferred to the Commission for Anti-Corruption and Illegal Assets Forfeiture.
In 2018, she was elected by the National Assembly as a member of the Commission for Anti-Corruption and Illegal Assets Forfeiture.
She has authored papers and international publications, and has participated in numerous international conferences, workshops, and seminars organised by the European Commission, the World Bank, and the OECD, focusing on the prevention of and fight against corruption and conflicts of interest.
