“Emotional confession written in first person, sincerely and with much love for the historical facts and events related to the development of the Bulgarian National Audit Office during the first 10 years after its restoration when its foundations have being built”, said the BNAO President Tzvetan Tzvetkov during the presentation of the book “Restoration and development of the Bulgarian National Audit Office until 2005”. The author of the book is Assoc. Prof. Dr. Georgi Nikolov, the first President of the restored in 1995 Bulgarian National Audit Office.  
“There is also another occasion that brought us together today - the 20th anniversary of the adoption the first BNAO Strategic Development Plan for the period 1999-2002, presented
in the book, as well”, pointed out President Tzvetkov.  

This plan, which contains 40 pages of goals and objectives to be achieved, is essential for the institution in taking its European path. The plan was developed under a PHARE programme project worth of 1.5 million EUR. It was drafted and implemented with the support of experts from SIGMA (Joint Initiative of the OECD and the EU to support the process of improvement of public governance in the countries of Central and Eastern Europe) who visited the BNAO on the occasion of the event. These experts were Joop Vrolijk, Jurri Vos, Herman Oosterhof and Ed Elferink. The BNAO Vice President Toshko Todorov and the Member of the BNAO Management Board Prof. Georgi Ivanov also attended the event, former members of the first BNAO Management Board and many employees.     

“The book required a major study to be conducted. It took me a year to write it, because many things happened to the restored National Audit Office in the first 10 years”, explained
Assoc. Prof. Dr. Nikolov.     

The book is published on the occasion of the 140th anniversary of the establishment of the Supreme Chamber of Control of Bulgaria which exercised independent external control of the state budget until the end of 1947 when it was closed. The next year marks this anniversary as well as the 25th anniversary of the restoration of the BNAO. Assoc. Prof. Dr. Nikolov admitted that this is the reason behind collecting and sorting these facts and events, and had been prompted to do this by the current BNAO President Tzvetan Tzvetkov.   

The book follows the history of the new Bulgarian National Audit Office, its complex restoration process, its institutional strengthening and development until mid-2005 when the term of the first BNAO Management Board ends, the beginning of the control activity, the first audits, the conflicts related to some of them, the collaboration with the National Assembly of the Republic of Bulgaria, the improvement of the regulatory framework and many others. Prior to becoming BNAO President Assoc. Prof. Dr. Nikolov had been a Member of the Parliament in the Seventh Grand National Assembly of Bulgaria, Member of the 36th and 37th National Assembly of Bulgaria, and has witnessed and even took part in many of the events described in the book.   

By decision of the BNAO, Assoc. Prof. Dr. Georgi Nikolov was awarded the BNAO` honorary plaque for his overall contribution to the development of the institution and initial strengthening of its administrative capacity. The experts who supported the implementation of the BNAO Strategic Development Plan, Joop Vrolijk, Jurri Vos, Herman Oosterhof and Ed
Elferink, were awarded the BNAO' anniversary medals.
