EU SAI report on the measures used for Simplification of the Regulations in Structural Funds

In 2011, the Contact Committee of the heads of the Supreme Audit Institutions of the European Union and the European Court of Auditors mandated the Working Group on Structural Funds to carry out a parallel audit on the “Simplification of the Regulations in Structural Funds”.

The is carried out by the SAIs of Austria, Bulgaria, Germany, Hungary, Italy, Malta, the Netherlands, Poland, Portugal, Slovak Republic, Slovenia and Sweden.
The summarized audit report is adopted at the CC meeting held in Vilnius, Lithuania in October, 2013.

The objective of the parallel audit is to assess the impact of simplification measures on the member states. The Working group audited the impact of nine simplification measures approved till the end of 2011.

The summarized report contains conclusions related to the use of the Regulations approved by the European Commission and aimed at simplification of the main Regulations (EC) №№ 1081/2006, 1080/2006 and 1083/2006 for the programming period 2007 – 2013. The report also includes the assessments made by the representatives of the member states regarding the provisions of the draft regulations for the new programming period 2014-2020.

One of the auditors’ conclusions is that in general, the simplifications measures were frequently used and affected only a small proportion of all projects, mainly due to number of factors relating to the management of structural funds at national and supranational level, including: introduction at a late stage by amendatory regulations; not all measures were suitable for all Operational Programmes and projects; limited resources required for the implementation of measures; a lack of clarity on the application of measures by the national authorities. In cases when the simplification measures were used most of them were considered to represent genuine simplification.
